Counseling Compact
Families and communities often struggle to find needed counseling services because of limited workforce capacity and burdensome licensing barriers. The Counseling Compact establishes a uniform framework that enables licensed professional counselors to practice across member states. By adopting this model legislation, states can reduce workforce gaps, support continuity of care, and expand access to counseling services. Counselors benefit from mutual recognition of home-state licensure and streamlined eligibility requirements, while states retain strong oversight and client protections. The compact also creates an Interstate Commission to manage implementation, resolve disputes, and ensure consistent governance. Passage of this compact will help strengthen the counseling workforce and improve access to mental health support across the country.
